fix(db): 찰떡지수 마이그레이션 V8→V9 (V8 버전 충돌 해소)

V8__reports_blacklist.sql 와 버전이 겹쳐 Flyway 검증 실패.
affinity 마이그레이션을 V9 로 변경.
